¡¡¡¡Tiexi New District seeks to adjust layout of urban area, and look of urban area has been changed obviously. In 2004, Tiexi New District carried out ¡°removing in the east and building in the west¡± to the enterprises, urban area construction developed rapidly. Three theme parks including Fairy Lake Park were finished. Installed more than 8000 street lamps, firstly clamped down street market and thoroughly eliminated shantytown area, and Tiexi District was awarded Environmental Protection Model Urban Area. ¡¡¡¡Public Undertaking ¡¡¡¡Continuously strengthen construction strength of traffic facilities, optimize public transport network structure, urban traffic operation capacity and service level are improved continuously. By the end of 2004, the length of commercial public transport lines in the whole city reached 2187 km, and there were 140 operation lines, of which, 21 lines were newly opened and 10 lines were adjusted. Total passenger transport by public transportof the whole year was 1143.89 million person-time. Furnishment level of buses was improved continuously. In this year, there will add 1000 buses and commercial public transport vehicle will reach 4357 in the whole city and taxi will be increased to 18796. ¡¡¡¡Urban public undertaking service system is gradually improved, service ¡¡¡¡Environmental Protection and Administration of the City ¡¡¡¡City environment is further improved and air quality reached a new historical height. In the whole year, the city completed over hundred environment pollution control projects, including funk control of Hunhe River, removing chimney, Daxin and Laohuchong rubbish filter treatment project etc. which further controlled 30 km urban section of Hunhe River, and ecological environment of Hunhe River was resumed in a certain. In addition, environment comprehensive control of Mantan River was carried out. Water quality reaching-standard rate of centralized drinking water source always keeps 100%. City daily sewage treatment amount was 900,000 tons, sewage treatment rate reached 69.2%, treated 3910 tons of domestic rubbish every day and innocuity treatment rate reached 100%. Medical wastes centralized treatment facilities were established and safe treatment amount was 136,000 tons per day. Strengthen city water system construction, and successively built some artificial lakes, urban area air humidity reached 56.9%. In the whole year, total 1003 chimneys and 311 boiler houses were removed, popularized 18,000 tons of civil-type coal, reaching-standard coverage rate of smoke and dust control area keeps 100%. There also built 30 ecological environmental protection model residential quarters and 48 quiet residential quarters. Coverage rate of noise reaching-standard area reached 70.07%, for which, Shenyang ranked top 10 of national best quiet cities. Coverage rate ofnatural reserve reached 13.52%. Air environment was obviously improved. Shenyang was entitled ¡°national environmental protection model city¡± for its 301 fine environment air quality days in a year. ¡¡¡¡City Afforestation ¡¡¡¡City afforestation construction stepped into a new stage, forest city frame has been basically formed. In 2004, 1871 ha. greenbelt was increased and newly built 340 ha of residential quarter greenbelt, and 4.312 million trees were planted in the whole year. By the end of 2004, afforestation area of the built zone was 9923 ha., coverage rate reached 38.1%, public greenbelt area per person was 9.8 sq. m. Shenyang was promoted to provincial level garden city in 2004 and successfully bade for International Horticulture Expo, 2006.

f Shenyang, urban road passing through capacity was improved obviously and was entitled ¡°national straightway project model management city ¡±. It totally finished urban construction investment of RMB 12.57 billion yuan, increasing by 60.3% than last year. South-north golden corridor construction achieved delightful development, central metropolis corridor has formed the shape; urban infrastructure construction along both banks of Hunhe river in east-west direction has been started roundly, and has built 8.2 km levee road and 32 km waterside road. Reconstructed Jianda highway-railway overpass, constructed 9 high standard bridges such as Shengli Bridge, and permanent bridges in the city reached 221. Finished reconstructing of 355 streets and roads below grade two and 2.69 million sq.m lane; built 1500 km rural road and 96.3% construction of blacktop road to every village has been finished. By the end of 2004, total urban road length was 3073 km, total area was 4448 sq.m. 
¡¡¡¡Look of Hunnan New District has been changed obviously and the scale is expanding. In 2004, it was emphasized on construction of supporting facilities of left bank of Hunhe River, CBD, east industrial zone, commercial residential quarters and other regions; finished constructing 16.5 km levee which can prevent and control flood encountered once every 50 years; planted 1.0 million trees and finished some key afforestation projects as Hunhe Ave. Greenbelt rate of New District reached 36.8%. 
quality of water supply, heating supply, power supply, gas supply and other public facilities service are improving and developing to professional, scale and intensive direction. In 2004, 70.6 km water supply pipe network were laid newly, 70 km water supply pipe network were reconstructed and comprehensive daily water supply was 1.293 million m3/day. 21 heating resources were newly built, reconstructed and expanded, furthermore, heating supply capacity of 12.40 million sq.m was newly increased, heating supply area reached 125 million sq.m, and centralized heating supply rate was improved to 80%. Actual electricity consumption of the whole year was 14.22 billion KW/h, increasing by 8.4% than last year, of which, industrial electricity consumption was 7.61 billion KW/h, increasing by 6.4%, household demand ofelectricity was 2.68 billion KW/h, increasing by 8.5%. Total length of gas supply pipe was 2020 km by the end of year, users of artificial gas, natural gas and liquefied gas were 1.475 million households in the city, increasing by 3.9%. The gas was opened to 19000 households in 2004, which had been delayed for a long time.
